Ban On Local Bans On Plastics Heading To Governor

PIERRE, S.D. (AP) – The South Dakota House Tuesday passed and sent to Gov Kristi Noem a bill blocking towns and cities from banning plastic bags, cups and straws. The measure had passed the Senate earlier in the session.

Retail groups supported the bill, saying it’s costly for businesses to come up with alternatives to plastics, while lawmakers who backed it said they wanted to preempt local bans that would leave chains having to meet different rules in different towns.

Environmental groups and Democrats opposed the bill, as did Rapid City Mayor Steve Allender, a Republican who called it government overreach.
