Lena Charlene Black Horse was born on November 21, 1942 in Gehring, NE to Charles Black Horse and Vivian (Conroy) Frazier. Charlene made her journey to the Spirit World on May 18, 2020 at her home in Pine Ridge, SD.

Charlene was a longtime O.S.T. Tribal Election Board Officer from Aug. 1980 to 2014 totaling over 33 years. She helped in all of the general elections, school board elections, Oglala Lakota College elections and the local district elections.

Towards the end of running her last years of elections, she had the opportunity to be the chairman of the Election Board.

Charlene was a lover of animals, she cared deeply for stray dogs and cats. She fed them, spayed them, and made sure they received good homes. She was always very motherly and genuinely cared for her family. We all found out that one of the things she instilled in all of us was to continue to learn throughout life, and made sure to tell all of us that.

The first time that Charlene met her daughter-in-law, she gave her a fry bread recipe and taught her how to make it and gave her the “okay”; after that Charlene was known to her daughter-in-law by Mama Charlene. Charlene shared many memories with her family in regards to her work and how much went into running elections. Charlene was a wonderful mother-in-law and loved her entire family.
